Metadata Publishing Guide
The current guidance document for publishing metadata to the Geoportal can be accessed using this link. The document provides an overview of the required process steps for creating and publishing geospatial metadata records using ArcGIS for Desktop. Note that you'll need to register and obtain an account in order to become a Publisher.
Implementation Information
This is the Commonwealth of Kentucky's latest metadata service implementation. It is based upon ESRI's ArcGIS Server & Geoportal technology.
